Note: that a +3 -75 rune is not used here to keep health as high as possible
Any 20% of Enchanting will do nicely, if you don't want to waste runes try D/W to free up the head although you'll lose armor bonuses here the good thing with this build is that the Equipment doesn't need to be anything special making it a good pve tank as well, since you don't need to go farming for equipment.
At the beggining of the battle, cast Avatar of Melandru And follow up with vital boon, use chilling victory as your first attack because of the health bonus you just gained, if your're dying in battle use Twin Moon Sweep to ditch Vital Boon and cause its Effect to heal you after it has ended, if you're not in battle or you need more health use Signet of Pious Light then recast vital boon, use Pious Haste to kill Kiting foes. Victorious Sweep Gives you a Slight health boost as well
You can replace Victorious Sweep With Endure Pain for more health and other skills that cause less damage or more health, Also do not replace Pious Haste with Crippling Sweep as wen someone starts kiting they are already ahead of you but consider eplacing a different skill with it.

This Build is in wide production but i find these skill sets to work the best.
