The Me/E Power Outage mesmer is focused on shutting down higly specialized casters like the Searing Flames Elementalist or Boon Prot (basically any spellcaster who focuses heavily on one attribute). In PvE most enemies use skills from only a single attribute, making it possible to shut them down completely. If used in PvE consider bringing a Resurrection Signet.

Equipment

Max AL armor with Radiant Insignia is recommended for the extra energy.
Staff of Despair, Staff of the Forgotten (dom) or similar.
Best Vigor rune available

Usage

Just before battle use Glyph of Lesser Energy and Arcane Echo, you will now have 20 seconds to cast Power Block, and another 20 to use the echo'd Power Block (either target and disable another caster, or wait for your first target to get his skills back (after 14 seconds)).
Keep using Wastrel's Worry on your blocked out target, who will likely have few spells available.
Use Power Spike to assist in spikes.
Empathy doubles as defense against attackers.
Cast Drain Enchantment and Ether Feast as needed.

Counters

Attackers who are not deterred by Empathy.
Conditions can easily kill you.

Variants

Replace Drain Enchantment with Shatter Enchantment for additional damage if you feel confident in your energy pool.
Replace Power Spike with Power Return for more frequent interrupts (but beware the target will gain 6 energy, so do not use frivolously).
Replace Ether Feast if you are confident in your monks.
Swap any of the above skills with a Resurrection Signet if playing Arenas.

Notes

This build will work best in the hands of players with good reflexes, as missing with Power Block can prove costly.
